On February 17, a significant preventive event—a legal lecture for 1st and 2nd-year students—was held at the Kostanay Polytechnic Higher College (KPHC). The meeting was organized to increase students’ legal literacy, foster “zero tolerance” for offenses, and prevent destructive phenomena among the youth. Students from the following groups participated: 1A-4, 1ES-25, 1PO-10, 1SIB-1, 1TZ-31, 1M-15, 2KhP-26, 2M-14, 2ES-24, and 3ES-23.
The keynote speaker was the Senior District Police Inspector of the Juvenile Police Group of the Local Police Service Department, Northern Division of the Kostanay City Police Department, Police Captain Yanna Vitalyevna Aksenkina.
During the meeting, issues of critical importance to modern society were covered in detail. Yanna Vitalyevna paid special attention to the prevention of drug addiction by explaining the norms of the Criminal Code of the Republic of Kazakhstan. Specifically, Articles 296 and 297 of the Criminal Code were discussed, which provide for severe liability for the illegal handling, storage, and sale of narcotic drugs, as well as Article 299-1, regarding the propaganda or illegal advertising of drugs (including through internet resources and graffiti).
As part of the discussion on the sexual integrity of minors, the norms of Chapter 8 of the Criminal Code were explained, emphasizing the inevitability of punishment for crimes against the person. A separate block of the lecture was dedicated to contemporary challenges: bullying and ludomania (gambling addiction). The speaker reminded students of administrative responsibility under Article 434 of the Code of Administrative Offenses (petty hooliganism) and new legislative measures to counter bullying in youth communities. Students also learned about the risks of gambling and the legal restrictions associated with the gambling business.
The law enforcement representative explained the legal consequences of any unlawful actions in detail and provided practical advice on how to avoid becoming a victim of online manipulation or psychological pressure from peers. Such meetings contribute to the formation of a conscious civic position, legal immunity, and a responsible attitude toward the future among students. The joint efforts of the college and law enforcement agencies under the “Өмірге салауатты қадам” program remain a priority in the upbringing of the younger generation.
