On February 6, 2026, Kostanay Polytechnic Higher College hosted an information and educational lecture titled “Prevention of Offenses among Youth: Administrative and Criminal Liability.”

The event was attended by 275 first- and second-year students from groups 1A-4, 1M-15, 1M-16, 1ES-25, 1E-16, 1PO-10, 1SIB-2, 1SIB-1, 2M-14, 2HP-26, and 2M-13.

To conduct this preventive work, a representative delegation from the Kostanay City Police Department was invited:

• N.D. Samken – Deputy Head of the Local Police Service (SOP), Captain of Police;
• Ya.V. Aksenkina – Senior Precinct Inspector of the Juvenile Police Group (GYuP), Captain of Police;
• A. Kosnazarov – Police Captain;
• B.T. Talgat – Senior Lieutenant of Police.

During the meeting, issues regarding the protection of sexual integrity were covered in detail, and norms of the Criminal Code related to violence were explained. Special attention was paid to the problem of drug addiction: the liability for the use and possession of narcotics, as well as strict measures to suppress the distribution of synthetic drugs.

The police officers spoke in detail about the threats of the digital space, including the prevention of internet fraud and “dropping” — the involvement of young people in illegal financial schemes. Furthermore, the lecturers touched upon themes of social responsibility, such as the fight against bullying, prevention of ludomania (gambling addiction), and liability for vandalism and property damage.

Students were reminded of the importance of following traffic regulations and participating in environmental initiatives under the “Taza Qazaqstan” program. The meeting concluded with a discussion on the legal consequences of various offenses, allowing students to realize the importance of law-abiding behavior as a primary resource for achieving life goals and a successful future.
