Safety and Personal Rights Discussed at KPHVC

On February 12, an information and awareness meeting was held at the Kostanay Polytechnic Higher College for first-year students of groups 1ТЗ-31, 1Э-16, and 1Б-8. The event featured Senior Lieutenant of Police Talgat B.T. (Senior Detective of the Criminal Police Department), Social Pedagogue Muslimova E.A., and Educational Psychologist Naumenko T.V.

The meeting was conducted as an open dialogue focusing on values, culture, and personal safety. The primary goal was to raise awareness among youth regarding new legislative norms that establish criminal liability for stalking and forced marriage, as well as to reinforce the principle of “zero tolerance” toward any form of violence.

Key Highlights of the Discussion:Speakers emphasized that respect for women and the rejection of kidnapping or any form of coercion are not only legal requirements but also fundamental pillars of Kazakh culture.

Experts detailed the criminal penalties for forced marriage, noting that in aggravating circumstances, such crimes can lead to up to 10 years of imprisonment.

Special attention was paid to stalking—harassment against the victim’s will, including online. Students were informed that under Article 115-1 of the Criminal Code of the Republic of Kazakhstan, such actions are punishable by fines, community service, or arrest for up to 50 days.

Practical Guidance for Students:

The organizers provided a clear action plan for those facing threats. Experts offered a visual guide on collecting evidence, such as saving screenshots and recordings, and reminded students of emergency hotlines: 102, 111, and 150.

In conclusion, students were urged to remain vigilant and uphold the legal standards that protect the rights and dignity of every citizen.
